About Peaks to Plains

Peaks to Plain’s proven ability to deliver meaningful outcomes across projects — from securing rural healthcare funding to reviving cultural landmarks — demonstrates why they are the trusted partner for impactful government relations, especially in areas of Colorado that need it the most.

Principals

Salvatore Pace

Sal Pace has built a diverse career in public service, policy, and business. As Colorado State House Minority Leader, he worked extensively on regulatory issues, environmental protection, and criminal justice reform. He played a key role in creating the Fountain Creek Watershed District, protecting Piñon Canyon, and securing permanent funding for transit and rail in Colorado. He also helped raise nearly a quarter billion dollars to save Amtrak’s long-distance service between Chicago and Los Angeles, earning national recognition from Amtrak in 2016.

Elected as Pueblo County Commissioner in 2012, Sal led efforts to expand educational opportunities, economic development, and research initiatives at CSU-Pueblo. Prior to public office, he was a college instructor, congressional staffer, and campaign manager for Congressman John Salazar.

After leaving office, Pace served as a co-chair for Governor Polis’ transition team and remains active in public policy and advocacy. He serves on the boards of the Front Range Passenger Rail Commission, the Colorado Independent Venues Association, and HeadCount’s voter engagement initiatives. His experience spans the federal, state, and local levels, with a focus on transportation, economic development, and public policy.

Tara Trujillo

Tara, a Pueblo native, has two decades of experience in state and federal government, including leadership roles at the Colorado Department of Public Health and Environment and U.S. Department of Energy in the Obama Administration. She worked with Congressman John Salazar and Senator Mark Udall and specializes in crisis communications, government affairs, and stakeholder engagement.

Aaron Greco

Aaron was raised in Cañon City and is a seasoned professional with government experience across Colorado and Washington, DC. Aaron was a Congressional staffer for Congressman John Salazar and Ed Perlmutter. He has worked in both Governor Hickenlooper and Polis’ Administrations. Project Spotlights

Cuchara Mountain Park

“Clayton has been working for more than two years toward that end. Hiring Pace to secure the funding is finally making lift repairs possible.”

After almost two years of efforts, Peaks to Plains principals united bipartisan leaders to support the small resort’s revival. Sal Pace led the effort at the state, securing nearly $1 million in state funding, breathing new life into the ski lift and driving local tourism for the nonprofit ski area.

The project is more than a restoration — it's a regional comeback story, creating jobs, boosting year-round tourism, and drawing renewed investment into Southern Colorado.

Pace continues to coordinate outreach with community leaders and businesses to maintain momentum and ensure the project’s success.

Holcim Carbon Capture Exploration

Building Regional Collaboration Consensus for Sustainability and Growth

Peaks to Plains has been uniting key leaders from Florence, Pueblo, and Cañon City to explore carbon capture opportunities and drive economic growth for Southern Colorado. The initiative aims to position the region as a leader in sustainable industry, while creating local jobs and attracting new investment. Recognizing the importance of bipartisan outreach, P2P hired former Republican Senator, Bob Garder, to join their efforts.

Peaks to Plains has:

  • Engaged local County Commissioners, mayors, labor and business leaders to build community support.

  • Organized informational sessions and stakeholder meetings to promote transparency and collaboration.

  • Aligned regional sustainability goals with state economic incentives.
